The paper explores the application of the categorical predicate concept to the classification of domestic equipment within the framework of Russia′s import substitution policy. A categorical predicate, as used in logic, enables binary judgments (1–0) about whether an object possesses a given attribute. This logical foundation is used to construct an attribute-based classification system that supports objective and reproducible assessments of equipment based on origin, technological independence, and the degree of production localization. Amid unprecedented sanctions pressure, the Russian economy — particularly the mining and mineral processing industries — has faced the urgent need to reassess and reconfigure its technological base. One of the key challenges is establishing clear, formalized criteria for distinguishing domestic from imported equipment, a distinction essential to the success of national strategies for technological sovereignty and economic resilience, as well as the effectiveness of import substitution efforts. An approach is proposed for formalizing criteria that enable a clear distinction between domestic and imported products, along with a rationale for developing a unified system to assess the degree of production localization for application in the mining and processing industry. The methodology includes the following steps: analysis of equipment and component structure; identification of critical components; assessment of the technological process dependence on each component; classification of equipment using a categorical predicate into groups based on localization level as fully domestic, partially localized, or containing critical components; and equipment ranking according to associated risks. Applying the categorical predicate results in an equipment rating that reflects the extent of import dependence and potential exposure to sanctions. This allows enterprises to set priorities when planning the replacement or localization of specific components and technological processes.
