Abstract

Based on a brief analysis of current state of coal mining industry in Russia, the authors state the increasing environmental impact in coal mining areas due to insufficient investing in non-waste, energy-saving, environmental and ecology-friendly technologies for coal extraction, processing (beneficiation) and comprehensive use. In terms of a few prosperous energy companies, it is suggested to make production clusters to perform the entire work package, starting from coal extraction and processing and ending with the electric and heat energy production and sale. The requirement of the efficient investment in development and implementation of the eco-technological project on the ground of government and private business partnership and ecological insurance is justified. The article describes the main and primary units of an eco-technological project: placement of barren rock and unused coal-processing waste in mined-out areas in surface and underground mines; use of secondary energy resources generated in the course of coal mining and processing — methane, mine water, thermal energy of air flows, etc; reduction in inflow of surface and ground water, and in amount of dewatering and water purification. The authors believe that deep comprehensive processing of coal will allow production of new commodities with high added value.
